The semi-monthly PSA meeting is at the GLLU office on the Massachusetts Ave side of the Sun Trust building at the south side of Dupont Circle (building with old digital clock) Tuesday at 7pm.

 

The Dupont/Kal Public Safety/PSA 208 meetings are now every other month schedule. These are held on the 3rd Tuesdays for Dupont and Kalorama-Sheridan issues. We’ll meet from 7 to 8:00pm. Our community depends on good communications to and from our police. This is a roundtable meeting where we problem-solve. Bring an issue – no matter how minor. Sentences in Cases We Submitted Community Impact Statements

1)Wayne Bridgeforth was sentenced to 4 years plus 1 year for his parole violation. 5 years is very good in that he’s received 1 to 2 years for previous similar crimes. We had 5 Community Impact Statements (last I heard). I went down to the sentencing hearing to testify this morning.

 

2) Craven Kemp got 22 months. He admitted to 12 burglaries. We got in 4 or 5 Community Impact Statements. I can’t say I find that as just; that’s less than 2 months per burglary. He does have a shorter record of convictions.

 

Thanks to the community members who allowed MPD to set up a sting operation in their house. Thanks to MPD for that effort and the rest of their efforts. Thanks to US Attorneys Anita LaRue and Stephan Rickard their efforts – especially in working with the Community Impact Statements.  Thanks to CM Phil Mendelson for passing a provision in the last Omnibus Crime Act that allows continued minor offenses to be prosecuted as felonies.  Lastly, many  thanks to all those who wrote Community Impact Statements.

 

If you ever think dramatizations of court room scenes capture the real life drama, head to a  sentencing hearings room next time you get called for jury duty. MPD makes over 50,000 arrest a year. That 15 minute sentencing hearing on the conveyer belt of justice is real drama particularly in the moments the judge hands down that sentence and the moment the convicted is lead off to jail.

3 Reminders - PSA Venue Change, Re-Districting Meeting, Com Impacts

Tuesday – PSA Meeting in Conn/M Club Zone. June 21 at the Palladium Condominium, 1325 18th St. NW, Top Floor Community Room (between Mass Ave and N Street). We’re happy to have the meeting there in light of continuing issues with the Connecticut and M club zone. See Below.

 

Wed – 2D CAC Meeting with Chief Lanier to discuss PSA and District Border Changes.  June 22 Second District Station, 3320 Idaho Avenue, NW, that’s behind the Wisconsin Ave Giant, 7 pm. I met with Chief Lanier last week. Seems she wants to see strong community interest if we are to modify the proposal that splits Dupont and 17th Street into 2 different districts.  Please show up; if you are representing a group, please make that clear.

 

Tomorrow (Friday) – Requested last day to get US Attorney LaRue Community Impact Statements on the Wayne Bridgeforth case. His sentencing hearing is the 24th. Keep in mind that these are separate from Victim Impact Statements. These letters can/should be about how his crimes affect the community in general.

Plea For Letters to the Judge - WAYNE BRIDGEFORTH, Case 2011 CF2 000397

I’ve written quite a few times about Wayne Bridgeforth’s serial criminal behavior. He’s a poster child for the dysfunctionality of our criminal justice system. It seems like he prefers prison to freedom; a few months after he gets out, he’s always back in. This is one guy who makes me wish we had a 3 (or 30) strikes you’re out law. (I’ve personally gotten him arrested about 6 times and did get a provision in the last ominous crime act that is supposed to allow for more serious sentences for chronic offenders.) Well, he’s up for sentencing again on June 24th. The US Attorney would like Community Impact Statements by this Friday the 17th.

You can check Wayne Bridgeforth’s record and the present case against him by going to: DCCourts.gov, Court Cases Online, from that search page you can input his name in the search field. You can see his entire record of 35 convictions and 31 more that are under Wayne Bridgeford that I hear are his as well.

Attached is a Community Impact Statement form. You address how his crimes affect your community. If your saw disappeared from your parking spot while you went in the house for a second, it was likely Wayne who stole it. If someone broke your car window to steal the CDs from under your seat it could have been Wayne. If your mail was stolen it could have been Wayne. If a package was stolen from your stoop…I’ve witnessed him perpetrate all of these crimes – some of them several times.

The US Attorney’s Office is again asking for the community’s help on some cases. I understand we got 4 Community Impact Statements on the Craven Kemp case. 5 years ago when the US Attorney’s Office was working with us to Community Impact Statements we got 20 on a few cases. I’d love to see 20 on this Bridgeforth case. Please take the time to show that judge that we don’t want this guy back on our streets in 13 months. Just take a few minutes to look at his record, realize most of those convictions were after he got away with similar crimes for a couple months before he was caught again, and realize that almost all of them were in the Dupont blocks from 1400 east to 2000 on the west.

RE: MPD Re-Districting Meeting Thursday Night

Anyone go to the meeting? If so, did you hear any better rationalizations than in the attached?  Proposed map is also in the attached. It splits the 17th Street corridor north to south, the ward, and several ANC SMDs into different districts.

 

I couldn’t make the meeting. Below are my talking points:

 

Move of PSA 306 to PSA 208 (3D to 2D)  - went well

We like the present Ward, ANC, PSA cohesion

Concerns:

Dupont used to be have parts of 5 PSAs

Proposed border change affects 7 ANC SMDs

We're concerned about MPD/citizen communication going forward

No one wants to go back to 3D

Radio bandwidth was reason to move us to 2D

Want to hear the rationalization:

Policing

208 too big?

No more Super PSAs?

2D overburdened?

Response time?

Political

U Street pressures?

Econ Dev?

Effects:

Does the proposal do anything to solve the 1400 Q structural Borderstan issue?

Proposal  cuts 17th Street district in half

If need to shrink 208, consider

Cut it residential and business as last proposed

Move Kalorama-Sheridan

Why not split but keep new PSA in 2D

 

The 2D meeting (we are presently all in 2D) to discuss proposed changes will be June 22.

Special Dupont/Kal Public Safety/PSA 208 Meeting - Tuesday at Policy at 14th & T Street

For the this Tuesday May, 17 we have Policy Restaurant, 1904 14th Street, NW at T Street (202-387-7654), 2nd floor and many community members lined up. In light of the recent 14th and V shooting and some concerns of business owners, we’re trying to get residents, business owners, and police from the Dupont, Logan, and Cardozo Shaw/Mid City neighborhoods that abut this corner of Dupont. Thanks in advance to the Policy management. Please come out to try to improve your public safety and increase communication across some of our borders.

April Dupont/Kal Public Safety/PSA 208 Meeting - Reminder

On Tuesday April 19th, citizens and business representatives will meet from 7 to 8:00pm at MPD 3D station (1620 V St.). (Held on the 3rd Tuesdays for Dupont and Kalorama-Sheridan issues and still in the 3D building even though our police work out of 2D.) Our community depends on good communications to and from our police. This is a roundtable meeting where we problem-solve. Bring an issue – no matter how minor. If you can’t make it, please convey your issue to someone who will be attending.

 

Some potential topics:

 

1)     Large increase in burglaries and robberies.

2)     If I understand this City Paper article and the reporting is accurate, it shows a few disturbing things (besides the obviously disturbing  alleged rape):

a)      That campus police are handling rape accusations where the alleged rape is 8 blocks from campus.

b)      ABRA still can’t do a sufficient investigation.

c)       ABRA is still having trouble with exercise facilities that double as nightclubs

d)      (After personally moderating a community forum on the nightlife issues in lower dupont 13 months ago) That MPD still doesn’t seem to be able to keep peace and order in lower Dupont.

3)     Community Impact Statements for Wayne Bridgeforth – From the Asst. US Attorney “Thanks for your input on this matter. I am aware that Mr Bridgeforth is a menace to the community. Although he has not yet entered a plea, we have extended a plea offer that will allow for a significant period of incarceration. If he does accept that plea (or rejects it and goes to trial), we will certainly need your input for a community impact statement to ensure that the judge understands and takes the defendant's history in this neighborhood into account. Anita LaRue will be able to coordinate that.” His next court date (A felony status conference) is 4/22/11. (You can track by going to dccourts.gov. Then on the right you will see court cases online, click that. Then click search cases. You should be on the search page.) He has a very long list of convictions – most of which were committed in Dupont. Through the Community Criminal Justice Accountability Initiative (CCJAI), a partnership between community members, law enforcement and criminal justice agencies, we have found that writing community impact statements in criminal cases is a great way to “have our say” in cases that affect our safety and quality-of-life. Below are more details about each crime. Some of the Offense Report narratives are horrifying. Just imagine if one of the violent crime happened to you or a loved one--how would you want your neighbors to respond?

·         If you live, work, or spend time in the neighborhood where a listed crime below was committed

·         If you don’t want criminal activity to continue in your neighborhood

 

What is a Community Impact Statement, why are they needed, and do they do any good?

 

A Community Impact Statement is similar to a Victim Impact Statement, except that Community Impact Statements are submitted by people other than the actual crime victim. A person does not have to be the actual victim of a specific crime to suffer. Our safety is threatened by crime in our midst, and we incur financial costs from thefts as well as the suppression of our property values when repeat offenses go unchecked in our neighborhoods.

 

Some crimes don't have an actual person who is the victim. When a drug dealer is arrested, "the community" is the stated victim. More than half of the cases tracked by CCJAI are drug distribution cases. Usually, defendants in such cases are sentenced to months, not years, despite long criminal histories and prior convictions. Drug dealing is often referred to as a victimless crime, but is it? The consequences of crack cocaine in our communities are very serious--property crimes including home burglaries, violent street robberies car break-ins are often the result. Noise, littering, loitering, and street prostitution make our neighborhoods feel unsafe. We all suffer.

 

As just a concerned member of the community, I have been involved in the Community Criminal Justice Accountability Initiative since its inception in the fall of 2008, along with partners and stakeholders from criminal justice agencies. It was Chief Lanier's idea to form a "Court Watch" program in 3D, and Councilmember Jim Graham helped make it happen, along with strong support from the CJCC. Through discussions, we reached a consensus: a positive, proactive way for community members to intervene in criminal cases would be to write letters to judges to let them know how we suffer from defendants' crimes. Our voices are rarely heard, especially in so-called "victimless" crimes like drug distribution. The judges need to hear from us!

 

Does it do any good? YES! Since 2009, CCJAI has tracked over 650 cases has submitted over 70 Community Impact Statements to the courts, thanks to people like you who provided input. Although I cannot say that on a one-for-one basis, sentencing was harsher, I can say anecdotally that judges are listening to us, and they appreciate our involvement. The prosecutors and the police also appreciate our actions, and support us fully. Overall, CCJAI is forcing more accountability at every point along the criminal justice continuum. Everyone, from MPD to the DC Council is involved and engaged. (Furthermore, it's now the LAW that judges must consider Community Impact Statements in the types of cases we're tracking.)

2. How has this crime affected your ability to perform your work, make a living, run a household, go to school, or enjoy any other activities you previously performed or enjoyed?

3. How it is to be a member of the community where the crime has occurred?

When & How Can Community Members Submit Community Impact Statements?

 

Please just provide at least a paragraph summarizing your experience related to the crime, location, and/or the defendant. E-mail it to me, Cecilia Jones at cecilia.a.jones@gmail.com as far in advance as possible, but not less that 10 days before the Sentencing Date. I will submit your input to the US Attorney's Office from CCJAI, using the prescribed submission method, to ensure that the judge and all necessary parties receive the input in due time and through appropriate channels. Unless you direct me to do otherwise, I will submit your input anonymously, under my name and the trusted name of the CCJAI program. This will help protect you from retaliation while ensuring that your input is given due weight. I will also follow up after sentencing and report the results to you.

 

The prosecutors tell me that statements where the writer has a personal connection with the crime or the defendant carry more weight, so ANCs and Block Captains, please share this information with others who could "weigh in" with specific knowledge. In any case, your input is very welcome--you don't have to have a personal connection with the defendant to be affected. In one of the statements, the writer said that after there was a shooting at the Columbia Heights metro station, he no longer rode the metro--that's a real effect. (The defendant got an 11-year sentence in that case.)

C-1 states that as he was running, he was calling 911, as C-1 approached Mt. Pleasant and Irving Sts. he dropped the cell phone. One of the suspects yelled "Get the phone, get the phone!" C-1 recovered the phone before the suspects could grab it and started yelling "Police" into the phone. When the suspects heard this, they turned and ran back toward Columbia Rd. C-1 followed them back southbound, still talking to the 911 Operator. As C-1 was walking in the 1600 block of Columbia Rd., he flagged down the reporting officer once again. At this time, reporting officer and C-1 began to canvass. S-3 was pointed out to reporting officer and was stopped in front of 1700 Columbia Rd. While interviewing S-3, S-1 and S-2 walked around the corner. C-1 identified S-1 and S-2 and both were stopped by Reporting Officer in the 2500 block of 17th St. NW.

MPD Offense Report Narrative: On the date, time and location listed, C-1 reports to MPD that while walking up the front stairs of her apartment complex, S-1 approached her from behind and stated" give me your phone". S-1 then punched C-1 about the face and snatched the listed cell phone from her hand. S-1 fled eastbound in the 1300 block Fairmont St NW. A short canvass was conducted based on the description of the suspects that C-1 gave (black male, 16-20 years of age, wearing all black, 6'0", short hair, dark complexion and a skinny build), and S-1 and S-2 were stopped at 11th & Harvard St. NW because S-1 matched the physical description. S-2 was found to be in possession of the stolen property. S-2 then admitted on scene that she witnessed S-1 take the phone from C-1, and then S-1 told her (S-2) to "hold onto" the phone. S-1 was placed under arrest for robbery force & violence, and S-2 was placed under arrest for receiving stolen property. And:  (No Case No. Yet):  C-1 reports that she was walking in the 1100 block of Harvard St NW at approximately 1825 hours when S-1 along with a group of other individuals approached her. C-1 states that S-1 punched her with his fist repeatedly about the face until she fell to the ground. S-1 then kicked C-1 several times with his shod foot while she was on the ground. C-1 states that s-1 then told one of the females to also kick C-1, but the female refused. S-1 then kicked C-1 again. A security guard at the Carlos Rosario School at 1100 Harvard heard C-1 screaming, and came out to assist. S-1, along with the other individuals ran from the location on foot in an unknown direction. A canvass of the surrounding area was conducted, and a group of individuals was stopped at 11th & Fairmont St NW by crime suppression units that matched the lookout that C-1 gave. A showup was conducted by Det. Owens & the complainant. C-1 was able to positively ID S-1 as the person that assaulted her at 1919 hrs. S-1 was placed under arrest for aggravated assault and transported to the 3rd District for processing (arrest number 031107424). C-1 was transported to Howard Hospital with non-life threatening injuries by DCFD ambulance 4. C-1 had serious swelling to her face, and severe pain in her left leg.
